- Conducts meetings once a month in order to give citizens a opportunity to know what is happening in and around Newberry.
- Provides a means for the citizens to have a part in what is happening in the City of Newberry.
- Sets up appointments for the Mayor/Council

The power and duties
of the Newberry City Council include the following as outlined in State law (§5-12-30):
- Employ a city manager;
- Establish other administrative departments and assign and distribute the work thereof upon recommendation of and with the approval of the city manager;
- Adopt the budget of the municipality;
- Authorize the issuance of bonds by bond ordinance, subject to such restrictions and limitations as may be prescribed by law;
- Have the power to inquire into the conduct of any office, department or agency of the municipality, make investigations as to municipal affairs and give the public information concerning them;
- Adopt plats;
- Adopt and modify the official map of the municipality;
- Provide for an independent annual audit of the books and business affairs of the municipality and for a general survey of municipal business;
- Provide for the general health and welfare of the municipality in accordance with the statue law of the State with reference to the general police powers granted to municipalities;
- Enact ordinance of any nature and kind, not prohibited by the law of Constitution of the State or of the United States;and
- With the advice of the city manager, appoint all committees, boards and commissions relating to the affairs of the municipal government, except as otherwise provided by law.

Newberry City Council meets the second Tuesday of each month at 7:00 P.M. in Council Chambers at City Hall located at 1330 College Street. Agendas for each regularly scheduled meeting are available by 4:00 P.M. on the Friday before the meeting date. Information and requests to be on the agenda must be made prior to 12:00 Noon on the Wednesday before the meeting date. |

Councilmembers serve 4 years terms and the
elections are staggered. The Mayor is
elected at-large and each of the councilmembers are elected from
districts. General elections are held
the second Tuesday in the month of September, even-numbered years, and the
successful candidates take office at the first meeting in October.
