To provide for the health, safety and welfare of the general public through the equal enforcement of all applicable codes and ordinances of the City of Newberry. Planning and Zoning will convey the community's progressive vision, promote quality of life and manage the city's growth by incorporating comprehensive planning with sound development practices. The Planning and Development Services Department serves four functions for the City of Newberry. These functions fall under the Director of Planning and Development Services and include building code enforcement, planning, zoning, and nuisance code enforcement. The Planning and Development Services Department is located at 1323 College Street. Here you will find everything you need to know about commercial and residential building codes and permitting, zoning issues, and land development. The City of Newberry’s Planning Commission, Construction Board of Appeals and Zoning Board of Appeals also operate through the department. The City of Newberry’s Property Maintenance office islocated in the department. |

The City of Newberry has adopted the current edition of the
International Property Maintenance Code. This code sets the requirements for
the upkeep (maintenance) of not only the buildings but also the yards and lots
located in the City. It starts with general requirements such as exterior
property areas, swimming pools, exterior and interior of structures, rubbish
and garbage, to required light, ventilation, plumbing facilities, electrical
equipment and mechanical equipment.
The
most complaints we get at this time deal with unlicensed or inoperative
vehicles and overgrown yards and lots. The code states:

The South Carolina Building Codes Council has
adopted the 2006 International Codes, except for the 2003 International Residential Codes, for the entire state. These standards are
the minimum requirements for the State of South Carolina. The City of Newberry
requires that anyone performing work to be licensed through the South Carolina
Department of Labor, Licensing and Regulations. To check if your contractor is
licensed by the State visit The S.C. Department of Labor, Licensing and Regulation
and search under license lookup.
